To address the root causes of child migration from Central America and strengthen protection of unaccompanied children, KIND advocates for policy changes and educates lawmakers, the media, and the broader public on the conditions that drive these children to flee their home countries. KIND supports children returning to their home countries by connecting them to essential support services and sponsors gender-based violence prevention programs in Central America to protect children in countries of origin and transit. KIND is also building upon its expertise in the protection of unaccompanied children to encourage the development of pro bono initiatives across Europe in partnership with European NGOs.

Kids in Need of Defense (KIND) is a global leader in the protection of unaccompanied refugee and migrant children. Launched in 2008, KIND champions a world in which every child’s rights and well-being are protected throughout their journey to safety. KIND has provided nearly 18,000 children with high quality representation in their immigration proceedings by training more than 41,000 attorneys and legal staff and cultivating partnerships with over 600 law firms, corporate legal departments, law schools, and bar associations across the country.

KIND’s social services program ensures that migrant and refugee children – who have often endured trauma – receive counseling, educational support, medical care and other comprehensive services.

To address the root causes of child migration from Central America and strengthen protection of unaccompanied children, KIND advocates for policy changes and educates lawmakers, the media, and the broader public on the conditions that drive these children to flee their home countries. KIND supports children returning to their home countries by connecting them to essential support services and sponsors gender-based violence prevention programs in Central America to protect children in countries of origin and transit.

KIND is also building upon its expertise in the protection of unaccompanied children to encourage the development of pro bono initiatives across Europe in partnership with European NGOs.

Position Summary:

The Monitoring and Evaluation (M&E) Officer will work closely with KIND’s International Team program staff and local partner organizations, and in collaboration with KIND’s Development staff, to do the following: Assess the impact of KIND’s programming to date, including strengths and areas for growth. Develop monitoring, evaluation, and learning frameworks, tools, and systems to meaningfully measure and communicate the impact of KIND’s international work. Work closely with program staff and partner organizations to implement M&E systems. Provide guidance, training, technical assistance, and strategic oversight to KIND staff and partner organizations for the effective implementation of all M&E activities. The M&E Officer will also contribute to developing and carrying out plans for the expansion and scalability of KIND’s international programming. The M&E Officer will primarily focus on KIND’s programming in Central America, including its Child Migrant Return and Reintegration Program, Gender and Migration Initiatives, and new programming focused on livelihoods and economic opportunities for youth and their families in high migration areas. The M&E Officer will also provide guidance and support to KIND’s International Team programming in Mexico, including its training and technical assistance to government officials and civil society organizations on migrant children’s rights and its legal and psychosocial services for migrant children.

This position can be based in the United States, Mexico or Central America.

Essential Functions:

Work with program staff and partner organizations to support program design and develop program-specific and cross-program monitoring and evaluation frameworks and plan for KIND’s International Team programs in Central America and Mexico.
Develop appropriate strategies and tools for monitoring and evaluating specific programs and activities. Assess and refine as necessary.
Participate in the development of program-level and cross-program theories of change, ensure that all M&E activities align with those theories, and work with program staff and partners to adapt and refine those theories as necessary.
Work with program staff and Data Team to identify, recommend and implement tools and technologies needed tools needed to collect monitoring and evaluation data, consistent with monitoring strategies and program capacity.
Work with program staff and partner organizations to develop and implement strategies for substantively engaging program participants (children, youth, family members, teachers, etc.) in program evaluation.
Work with program staff to track the performance of program activities against expected results using qualitative and quantitative methods.
Work with program staff to analyze the outcomes and impact of programs. Make recommendations for program growth and improvement and work with program staff and partner organizations to ensure that outcomes and lessons learned are integrated into program design.
Identify capacity building needs and provide training, technical assistance, and coaching to KIND program staff and partner organizations to effectively carry out monitoring and evaluation.
Work with program staff and Development team to ensure collection of necessary data for all donors and timely and accurate reporting of M&E results following donor requirements.
Work with program staff as well as Development, Communications, and Policy teams as appropriate to use M&E results to craft compelling narratives for the importance and impact of KIND programming and the need for government, private sector, and philanthropic actors to prioritize and invest in the rights and protection of migrant children.
Produce high-quality reports on program results and impact for internal and external audiences in a timely manner.
Provide support for proposal development, including developing M&E components of grant proposals, concept notes, or other applications for funding.
Stay up to date on current practices in monitoring and evaluation and participate relevant external forums.
Regular travel within Central America and some travel to the U.S. for candidates based in Central America required.
Qualifications and Requirements:

Fully bilingual in Spanish and English and able to communicate clearly and effectively, including written communication, in both languages.
Advanced degree in social sciences, international development, economics, statistics, demographics, public policy, data management, or related field. Significant professional experience in monitoring and evaluation may substitute for advanced degree.
At least seven years of professional experience, including at least five years of experience in a monitoring and evaluation role responsible for designing and implementing M&E activities. Experience ideally should be in child migration, children’s rights, gender, or livelihoods/economic development.
Proven success in designing, implementing, and operating project M&E systems from program/project design to closeout stages.
Experience developing monitoring and evaluation strategies and tools using a gender and child focused lens.
Experience in monitoring and evaluation of projects with diverse funding streams including foundations and USG sources.
Knowledge of evaluation methodologies and experience with qualitative, quantitative and mixed methods, including basic statistical analysis. Experience with or interest in participatory evaluation methods.
Experience with training or capacity building related to monitoring and evaluation highly preferred.
Demonstrated ability to work collaboratively with culturally diverse grass roots organizations outside of the U.S.
Commitment to children’s rights and gender equity.
